Agendas posted on time, and kept on the record.
Public meetings is Enclerk.com’s product for the Brown Act. It carries an item from the department that writes it, through its approvals, onto an agenda, to a posting the public can rely on, and into minutes and a permanent archive. It is built for the clerks of small and mid-sized California agencies, around the Ralph M. Brown Act.
What it does
Agenda items and approvals
Staff write an item from a template. It goes to the people who must approve it, in the order your agency sets, and each of them is told when it is their turn.
The agenda
The clerk places approved items into the meeting's outline. Closed session items are worded in the forms the Act itself gives. The numbering keeps itself.
The posting clock
Every meeting shows when its agenda must be posted, 72 hours ahead for a regular meeting and 24 for a special one, and the clerk's office is warned as the hour comes near.
A posting that stays
A posted agenda is a record with its own checksum, the hour it went up and whether that was in time. A change afterwards is a marked revision. Nothing is quietly taken down.
The public's page
Anyone reads the current agenda, its documents and the packet, searches every past meeting, and asks to be sent agendas by email. Nobody signs in.
Minutes, votes and boards
Minutes are drafted from the posted agenda, with the roll call and every member's vote. Boards and commissions keep their seats, terms, vacancies and the Local Appointments List.
Staff who learned agenda management on other software will find its words here: preparer, initiator, target meeting, placement, workflow. What they know as a Legislative File is an agenda item here. The screens are our own.
How it works
How it worksFollow one item from the department that writes it, to the person who approves it, to the clerk who posts the agenda, to the public’s page.
1 · Department staffStaff write an agenda item from a template, name the meeting it is meant for, and submit it.
2 · ApproverEach approver is told when it is their turn and finds the item under Waiting on me. The last approval makes it ready for an agenda.
3 · ClerkThe clerk places the approved item into the meeting’s outline. The numbering keeps itself.
4 · ClerkThe page shows when the agenda is due, 72 hours before a regular meeting. Posting makes a record with the hour it went up and whether that was in time.
5 · The publicAnyone reads the agenda, its documents and the packet, and asks to be sent agendas by email. Nobody signs in.

A demonstration agency runs on this platform with made-up meetings, agendas and minutes. It carries a red strip saying it is a demonstration, and nothing in it is a real agency's record.
The demonstration site is being prepared. Ask for a walk through it with the quote form below.
Plans
Every plan includes unlimited meetings, meeting groups and agendas, the public meetings page with its permanent archive, agendas by email for the public, packets, minutes, and boards and commissions. Seats are for staff: clerks build and post agendas, and staff write and approve items.

A meeting's record is kept permanently on every plan: posted agendas, their documents, minutes and votes are never deleted by the platform. An agency that already uses the records request product adds Public meetings from its own admin page.

The setup takes an afternoon: your agency, how its pages look, its departments, its meeting groups and its first clerk. The site is a demonstration site until your agency's letter of authorization is approved.
